LTV adalah nilai kredit atau jumlah pembiayaan yang bisa diberikan bank kepada pemohon kredit dengan jaminan atau agunan berupa properti atau kendaraan.Kebijakan LTV\/FTV Bank lndonesia ini merupakan bagian dari bauran kebijakan yang ditujukan untuk mendorong perekonomian melalui pertumbuhan kredit properti secara nasional yang pada saat ini masih memiliki potensi akselerasi.<\/p>\n<p style=\"text-align: justify;\">Melalui kebijakan ini, Bank lndonesia akan memberikan kewenangan kepada industri perbankan untuk mengatur sendiri jumlah LTV\/FTV dari fasilitas kredit\/pembiayaan pertama sesuai dengan analisa bank terhadap debiturnya dan kebijakan manajemen risiko masing-masing bank. Pada ketentuan LTV\/FTV sebelumnya, pengaturan fasilitas kredit\/pembiayaan pertama untuk rumah tapak \u226470m\u00b2, rumah susun \u226421m\u00b2, dan rukan\/ruko telah diserahkan kepada masing-masing bank. Pada kebijakan pelonggaran LTV 2018 ini, tipe rumah yang pengaturannya juga diserahkan kepada bank diperluas pada tipe rumah tapak dan rumah susun &gt;70m\u00b2 serta rumah susun tipe 22-70m\u00b2. Dalam menetapkan besaran LTV kepada debiturnya tersebut, bank harus memperhatikan pula aspek prudensial dalam penerapannya, sehingga hanya bank yang memiliki NPL total kredit net &lt; 5% dan NPL KPR<em style=\"font-weight: inherit;\">\u00a0gross\u00a0<\/em>&lt;5% yang dapat memanfaatkan pelonggaran ini. Sejak awal penerbitan ketentuan, kebijakan LTV\/FTV Bank Indonesia telah mengecualikan program perumahan Pemerintah Pusat dan Pemerintah Daerah.<\/p>\n<p style=\"text-align: justify;\">Dengan kebijakan pelonggaran LTV\/FTV saat ini, pengaturan LTV\/FTV fasilitas kredit\/pembiayaan pertama yang menjadi kewenangan masing-masing bank tidak hanya untuk rumah tapak \u226470m\u00b2, rusun \u226421m\u00b2, dan ruko\/rukan, namun juga untuk semua tipe rumah tapak, rusun, ruko\/rukan. Pada ketentuan yang berlaku 1 Agustus 2018 ini, BI memberikan keleluasaan pada perbankan menentukan besaran uang muka atau down payment.<\/p>\n<p style=\"text-align: justify;\">Perbedaan yang signifikan dari pelonggaran kebijakan LTV dari kebijakan sebelumnya adalah (BI) melonggarkan aturan loan to value (LTV) untuk KPR rumah pertama.\u00a0Sebelum relaksasi ini LTV tercatat 85%, sehingga nasabah KPR harus menyetor uang muka atau DP sebesar 15% dari total pinjaman.
